Church & Chetwynd Aston Shadow Council

Church Aston Parish Council and Chetwynd Aston & Woodcote Parish Council Merger.

The merger between Church Aston Parish Council (CAPC) and Chetwynd Aston & Woodcote Parish Council (CA&WPC) has started. The new parish council will be known as Church & Chetwynd Aston Parish Council.

A Shadow Parish Council has been established as an interim body to manage the transitional period for the effective establishment of the new parish council on the 1st April 2027. The purpose of the Shadow Parish Council is to prepare for the establishment of the new council and ensure that all policies, procedures and processes are in place and fully effective.

Membership of Shadow Parish Council is made up of CAPC councillors (10) and CA&WPC councillors (3). Members of CA&WPC Station Road Ward will not be part of the Shadow Parish Council.

The Shadow Parish Council will prepare the first annual budget for 2027/28 for the new parish council. That will lead to the setting of the parish council tax that will apply equally, dependant on property council tax band, across the whole of Church Aston and Chetwynd Aston.

At its inaugural meeting on the 28th September 2026 Church & Chetwynd Aston Shadow Parish Council elected Cllr Paul Evans as Chair and Cllr Robert Wynn as Vice Chair. The meeting agreed and adopted the Terms of Reference (as recommended by TWC) and Standing Orders for the shadow council. The Shadow Parish Council appointed interim clerks (2) from the merging councils to work together in supporting the Shadow Parish Council through the transitional period.

Work has started and ongoing in bringing together and developing where necessary the procedures and processes that will ensure a successful merger. Updates on progress of the merger will be cascaded out as milestones are met.

The Shadow Parish Council has no jurisdiction or authority over the continued operation of CAPC and CA&WPC. All parish specific issues should continue to be addressed directly to the respective parish councils as appropriate.
